Liquor licenses in unincorporated Boulder County are
administered by the Boulder County Commissioners' Office. The
Commissioners have appointed Allan Beezley to act as the Local
Authority. Mr. Beezley reviews all applications for approval and
presides over public hearings on licensing matters. After local review and
approval, the applications are forwarded to the state for approval. The
county does not have jurisdiction over liquor licenses within incorporated towns
or cities. If you have a question regarding licensing within one of the
cities or towns in Boulder County, please contact that municipality directly.
Applications can be made for new licenses or transfers of
existing licenses. The process for these applications is fairly
lengthy, with the average time between application and approval being at least
two to three months. Please contact the Licensing Clerk to begin the
process. When applying for a new license, a hearing must be held on the
application wherein the applicant must demonstrate that the new outlet will meet
the "needs and desires" of their defined neighborhood. This is
generally demonstrated by petitions and testimony of residents and other
business owners. Hearings on transfer applications or renewal applications
may also be held. All hearings will be posted on the licensed premises for
10 days prior to the hearing. In addition, hearings on new applications
will be published in the designated county newspaper. In both new
applications and transfer applications, background checks will be performed and
periodic background investigations will be performed on renewal
applications.
Licenses may be held in the name of a corporation, limited
liability companies, partnerships or individuals.
Non-profit organizations may apply for a special event license
for up to ten days each year. Please submit your application at least 45
days prior to your event.
The Local Authority holds public hearings or review of renewal
applications on an as-needed basis. Liquor Licensing agendas are posted on
the main floor of the Boulder County Courthouse at 1325 Pearl St., Boulder, at
least 24 hours in advance.
