Policies

Floodplain Development   

A floodplain development permit is required for all development in the floodplain. Floodplain development permits shall be obtained from the County Engineer in the Transportation Department before the start of construction. All development and proposed improvements are required to conform to Article 4-400 Floodplain Overlay District of the Boulder County Land Use Code.

Applications for a floodplain development permit are to be submitted to the County Engineer and shall include the following information as applicable:

  • Development plan stamped by a Colorado Registered Professional Engineer addressing those items set forth in Section 4-407 of the Boulder County Floodplain Regulations
  • Location map (2000' scale U.S.G.S. topo)
  • Valley cross-section at site
  • Construction and material specifications
  • Description of extent to which water course will be altered
  • Floodway analysis if required)
  • Title report for Floodway Permit
  • Engineering report addressing those standards set forth in Section 4-407 of the Boulder County Floodplain Regulations

Elevation Certificates

The Elevation Certificate is an important administrative tool of the National Flood Insurance Program (NFIP). It is to be used to provide elevation information necessary to ensure compliance with co0mmunity floodplain management ordinances, to determine the proper insurance premium rate, and to support a request for a Letter of Map Amendment or Revision (LOMA or LOMR-F).

In Boulder County, the FEMA Elevation Certificate is required to be completed for all improvements in a floodplain (approved under a floodplain development permit) that are classified as “new construction” or a “substantial improvement”. The form must be completed by a licensed surveyor registered in the State of Colorado and submitted to the Boulder County Transportation Department prior to issuance of a certificate of occupancy.

Programs/Services

Floodplain Information Requests

As a public service, the Boulder County Transportation Department, Engineering Division, provides floodplain information, upon request, for properties in unincorporated Boulder County.

You may request floodplain information by mail, fax or in person at the Transportation Department using the Floodplain Information Request Form.  Acrobat Reader is required to view this form.  You may also make requests online using the Online Floodplain Information Request Form

Upon receiving your request, staff will make a determination and mail or fax a letter of determination back to you. In most cases, staff will respond to your request within a few days, however responses may take as long as ten working days, therefore please make allowances for that. In some cases, staff may be able to complete your request in the office while you wait.  

National Flood Insurance Program/Community Rating System

The National Flood Insurance Program (NFIP) provides federally backed flood insurance that encourages communities to enact and enforce floodplain regulations. To be covered by a flood insurance policy, a property must be in a community that participates in the NFIP. To qualify for the program, a community adopts and enforces a floodplain management ordinance to regulate development in flood hazard areas. The basic objective of the ordinance is to ensure that such development will not aggravate existing flooding conditions and that new building will be protected from flood damage.

The National Flood Insurance Program’s (NFIP) Community Rating System (CRS) was implemented in 1990 as a program for recognizing and encouraging community floodplain management activities that exceed the minimum NFIP standards. Under CRS, flood insurance premium rates are adjusted to reflect the reduced flood risk resulting from community activities that meet the three goals of CRS: (1) reduce flood losses; (2) facilitate accurate insurance rating; and (3) promote the awareness of flood insurance.

Boulder County participates in NFIP/CRS and maintains a number of activities under CRS that correspond to a credit rating of 8, which translates to as much as a 10 percent reduction in flood insurance premiums for property owners in unincorporated Boulder County.

Homeowners insurance does not cover floods.  Flood insurance is available in Boulder County.  There is a 30 day waiting period when purchasing flood insurance.  For more information, visit FEMA's flood insurance web page.
